Why is the warehouse manager unable to proceed with the transfer process in WMS?

Warehouse manager will not have access to the warehouse operational activities using PDA. As per role matrix, user with inventory or stock manager role assigned will be able to perform stock transfer using WMS mobile application on PDA.
