Unable to proceed for SKU putaway

User will not be able to proceed for product QC and putaway if all the SKU in the same inbound consignment is not counted.

The standard process of receiving (Counting, QC, Putaway flow)
1) Count all SKU with respective quantity
2) Proceed QC SKU
3) Putaway SKU to location

User can submit request to change the inbound flow from "Counting, QC, Putaway flow" to "Counting & QC, Putaway flow", this will allow user to proceed to putaway the "Counted & QC" SKU without required to complete all counting.
