You may have entered the wrong the Inbound consignment number in the drop down list search or you may have clicked on the 'Receive' first. If you have clicked 'Receive', then the consignment will not show in the drop down list of the Bulk Inbound stock update tab and you need to proceed with the normal receiving process of Count/QC and putaway.
